Amends section 3314.021 of the Revised Code regarding community school sponsors that transition from state university boards of trustees to independent 501(c)(3) entities.

Requires the Department of Education to attribute all sponsor ratings received by an entity while it was a successor to a state university board of trustees to that entity even after the university relationship ends.

Requires attribution of all sponsorship limitations placed on the entity as a university successor or on the university board itself during the time the entity provided sponsorship services.

Requires attribution of "ineffective" ratings from 2015-2016 or 2016-2017 school years received through university relationship for purposes of determining whether to limit or revoke the entity's future sponsorship authority.

Repeals the existing section 3314.021 and replaces it with the new amended version.
