Prohibits hospitals from requiring registered nurses or licensed practical nurses to work overtime as a condition of continued employment.

Defines overtime as work exceeding a nurse's scheduled shift, where notice is given during the shift and work is performed immediately after the shift ends.

Prohibits terminating employment or taking disciplinary action against nurses solely because they refuse to work overtime.

Allows overtime in specific emergency circumstances including health care disasters, federal/state/county emergency declarations, unforeseen patient care crises, and situations where a nurse must complete ongoing medical treatment or surgical procedures for patient safety.

Permits nurses to voluntarily work overtime and allows hospitals to offer or request overtime when the nurse agrees.
