Allows groups of employers to obtain self-insuring employer status for workers' compensation purposes under new section 4123.354 of the Revised Code

Exempts employer groups seeking self-insurance status from standard financial and administrative ability requirements that apply to individual employers under section 4123.35

Exempts employer groups from specific requirements applicable only to public employers under section 4123.35

Directs the administrator of workers' compensation to adopt rules establishing criteria for financial/administrative ability of groups, employer membership requirements, and procedures for coverage transfers between the state insurance fund and self-insuring groups

Prohibits the administrator from requiring an employer to individually qualify as a self-insuring employer before joining a self-insuring group
