Applies to hospitals in Ohio counties with population between 370,000-375,000 according to U.S. Census Bureau estimates.

Requires hospitals to submit audited financial statements proving poor financial condition before permanent closure or cessation of operations.

Mandates hospitals demonstrate good-faith negotiations with at least three other hospitals or hospital systems to purchase the facility and its affiliated health care facilities.

Requires hospitals to accept new patients and continue clinical operations until at least May 19, 2018, and submit credible plans to transfer patients to facilities within 15 miles and transfer healthcare practitioners to other employment.

Necessitates proof that all outstanding debts to county entities and all state and local taxes (including withheld income and sales taxes) have been paid; auditor's determination is final and subject to court injunction if violated; law repeals on June 19, 2018.
