Increases the per-ton fee for soil and water conservation district assistance from 25 cents to 50 cents, effective through June 30, 2020

Applies to all solid waste transfer and disposal facilities in Ohio, with fees collected by facility owners/operators as trustees for the state

Appropriates $3.25 million to the Department of Agriculture for fiscal years 2018 and 2019 to support soil and water districts

Exempts certain waste streams from fees including coal combustion byproducts, asbestos materials at licensed facilities, and sewage sludge disposed through incineration or land application

Maintains existing fee collection, reporting, and enforcement procedures through the Ohio Environmental Protection Agency
