Establishes that prescribed drugs shall not be included in the Medicaid care management system and instead shall be delivered through the fee-for-service component of the Medicaid program.

Permits Medicaid managed care organizations to develop medication therapy management and medication reconciliation programs, but requires all payments for prescribed drugs and dispensing fees to be made through fee-for-service.

Prohibits health insuring corporations from requiring prior authorization for antidepressant and antipsychotic drugs in standard tablet or capsule form when prescribed by qualified psychiatrists, nurse practitioners, or clinical nurse specialists for FDA-approved uses.

Allows pharmacists to dispense less than a thirty-day supply of drugs for medication synchronization purposes under specified sections of the Revised Code.

Repeals existing Medicaid managed care organization drug benefit provisions under sections 5167.12 and 5167.13 of the Revised Code.
