Requires the Secretary of State to appoint a Director of Elections Cybersecurity to advise on election cybersecurity matters.

Establishes an independent Elections Cybersecurity Council with at least five members: one current election official from the Secretary of State's political party, one from the opposing major party, one with academic background in elections, one with law enforcement background, and one with information technology systems experience.

Requires the council to submit biannual reports to the Secretary of State containing best practices for securing the online voter registration system and voting equipment.

Reports must identify potential weaknesses and vulnerabilities in voter registration databases and voting machines that could be susceptible to electronic threats and attacks.

Reports must include information on cybersecurity measures implemented by other states and the federal government to prepare for election security threats.
