Requires boards of elections to conduct audits of general elections and presidential primary elections, with audits beginning no earlier than 6 business days and completing no later than 21 days after official results are declared.

Mandates use of either risk-limiting audit protocols (using statistical methods and hand counting) or percentage-based audit protocols (hand counting a percentage of ballots) to verify election accuracy.

Prohibits counties from using any voting equipment after January 1, 2019 that does not produce voter marked and voter verified paper ballots.

Defines "voter marked and voter verified paper ballot" as a paper ballot marked by the voter by hand or marking device that the voter inspects for accuracy before casting.

Requires public notice of audit times and places, permits observers and media to watch audits, and mandates the secretary of state publish audit results on its website.
