Creates "Trees 4 Ohio" license plates allowing owners of passenger cars and approved vehicles to apply for registration with the special plates displaying a logo and words approved by the Ohio chapter international society of arboriculture.

Requires a $15 contribution per application and renewal from "Trees 4 Ohio" plate registrants, deposited into the license plate contribution fund to support the Ohio chapter international society of arboriculture for tree care awareness and educational efforts.

Charges a $10 administrative fee per "Trees 4 Ohio" registration and renewal to compensate the bureau of motor vehicles, deposited into the public safety-highway purposes fund.

Amends section 4501.21 to add section 4503.941 to the list of license plate contribution programs and establishes distribution procedures for investment earnings from the license plate contribution fund.

Requires "Trees 4 Ohio" plates to display county identification stickers and comply with all applicable vehicle registration laws and requirements under Ohio Revised Code sections 4503.04, 4503.40, and 4503.42.
