Amends section 4511.54 of the Revised Code to explicitly prohibit persons riding skateboards from attaching themselves or their skateboard to any vehicle or streetcar while it is moving on a roadway.

Prohibits vehicle operators from knowingly permitting any person on a skateboard to attach themselves or their skateboard to the vehicle while moving.

Establishes escalating penalties: minor misdemeanor for first violation; fourth-degree misdemeanor if offender has one prior motor vehicle or traffic offense within one year; third-degree misdemeanor if offender has two or more prior offenses within one year.

Maintains existing exemption for towing of disabled vehicles.

Names the act the "Dallas Swogger Act."
