Prohibits the sale or disposal of war relics (cannons, artillery, statues, monuments, memorials, plaques) located on public property or cemetery association property, except by the federal government, Ohio History Connection, or Sons of Union Veterans of the Civil War.

Allows temporary relocation, removal, alteration, or disturbance of war relics only for preservation, repair, restoration, temporary public display, or war reenactments by persons responsible for maintenance.

Establishes $10,000 fines for purchasers who buy war relics and sellers who dispose of them; violators must return the relic or pay proceeds to the county veterans service commission.

Directs 50% of collected fines and money toward maintenance and restoration of veterans' memorials through the county veterans service commission, with remainder distributed to congressionally chartered veterans' organizations.

Exempts the state and political subdivisions that can prove written documentation of ownership; also authorizes the Ohio History Connection to compile and maintain a registry of war relics on public property or cemetery association property.
