Creates optional "Stop Bullying" license plates available to owners and lessees of passenger cars, noncommercial motor vehicles, and recreational vehicles in Ohio.

Requires a $25 contribution per registration or renewal, plus a $10 administrative fee, with contributions deposited into a new stop bullying license plate contribution fund.

Establishes the stop bullying license plate contribution fund in the state treasury to receive contributions and appropriations from the General Assembly or private donations.

Attorney General uses fund money to issue grants to nonprofit organizations, schools, and school districts that provide bullying prevention training programs or educational opportunities.

License plates display identifying words or markings designed by the Attorney General and approved by the registrar, along with county identification stickers.
