Defines "Emergency medical services worker" as a full-time PERS member holding a certificate under Ohio Revised Code section 4765.30 to practice as a first responder, EMT-basic, EMT-intermediate, or EMT-paramedic.

Establishes emergency medical services workers as "PERS public safety officers" under the Ohio Public Employees Retirement System.

Allows PERS members with service credit as emergency medical services workers to have that credit reclassified as public safety officer service credit if they make specified catch-up payments covering the difference in employee and employer contributions.

Members who do not make catch-up payments receive proportional credit based on actual contributions relative to what would have been contributed for public safety officer status.

Authorizes the public employees retirement board to adopt rules implementing the new classification and payment provisions.
