Eliminates the right of first refusal for community schools, college-preparatory boarding schools, and science, technology, engineering, and mathematics (STEM) schools in acquiring school district real property.

Removes exceptions in section 3313.41 that previously allowed these charter school types to purchase district property before public auction.

Restricts community schools, college-preparatory boarding schools, and STEM schools from selling property purchased under former law within five years unless transferring it to another charter school authority.

Amends sections 3313.41, 3318.08, and 5705.10 of the Revised Code to implement these changes and repeals sections 3313.411, 3313.412, and 3313.413.

Maintains existing school district property sale procedures including public auction requirements and provisions for sales to other government entities and nonprofit organizations.
