Director of Administrative Services may enter into reciprocal agreements with other states whose minority business enterprise and EDGE business enterprise programs are substantially similar to Ohio's programs.

Businesses certified as minority or disadvantaged businesses by reciprocal states and owned by residents of those states shall be recognized as certified minority business enterprises or EDGE business enterprises in Ohio.

Ohio-certified minority business enterprises and EDGE business enterprises owned by Ohio residents shall be recognized as certified in reciprocal states and eligible for those states' programs providing advantages to such businesses.

Expands the definition of "minority business enterprise" and "EDGE business enterprise" to include residents of reciprocal states in addition to Ohio residents.

Director of Administrative Services must obtain approval from the Attorney General before entering into any reciprocal agreement with another state.
