Requires supplemental nutrition assistance program (SNAP) debit cards to display a color photograph of at least one adult household member on the front and fraud reporting contact information on the back.

All new cards issued within six months of the law's effective date must comply with photo requirements; existing cards must be replaced within twelve months.

Exempts households with no adult members or where all adults are age 60+, blind, disabled, domestic violence victims, or have religious objections to being photographed.

Allows adults meeting exemption criteria to voluntarily include their photograph on the card.

Permits the Department of Job and Family Services to obtain driver's license photographs from the Bureau of Motor Vehicles for use on SNAP cards.
