Creates the Ohio Interior Design Examiners Board with five members appointed by the governor to certify and regulate interior designers in the state.

Establishes certification requirements for interior designers including passage of the national council for interior design qualification examination, good moral character, and professional liability insurance.

Defines the scope of interior design practice as preparation and supervision of interior space alterations within buildings when exterior elements remain unchanged, excluding structural, mechanical, electrical, and life safety systems.

Requires certified interior designers to sign and seal final plans and specifications submitted for building approval, allowing such documents to be submitted without architect or engineer seals for nonresidential buildings.

Authorizes the board to enforce regulations through warnings, citations, administrative hearings, and disciplinary actions including fines up to $2,000, certificate suspension, revocation, or restriction for violations.
