Creates new section 1345.032 to regulate how suppliers solicit fees for providing deed copies to persons with no pre-existing business relationship.

Requires solicitation documents to display in 24-point type: that the solicitation is not from a public body, no action is legally required, the county recorder's statutory fee, contact information for the county recorder, and the solicitor's name and physical address.

Prohibits suppliers from charging more than four times the county recorder's fee for a deed copy and requires suppliers to submit solicitation documents to county recorders at least 15 days before distribution.

Exempts title insurance companies, mortgage lenders and servicers, and real estate brokers or salespersons licensed under Chapter 4735 from these requirements.

Establishes penalties of up to $100 per solicitation document for first violations and up to $200 per document for subsequent violations under the Unconscionable Consumer Sales Act.
