Increases the penalty for soliciting a person 18 years or older for sexual activity for hire from a third-degree misdemeanor to a first-degree misdemeanor.

Sets the maximum fine for soliciting an adult at $2,500, with up to $1,000 of that fine deposited into the Victims of Human Trafficking Fund.

Maintains existing penalties for soliciting minors ages 16-17 (fifth-degree felony) and minors under 16 (third-degree felony).

Creates the Victims of Human Trafficking Fund in state treasury to be administered by the director of job and family services, funded by designated fines and seized assets from trafficking-related offenses.

Allows courts to impose a class six driver's license suspension or require community service for violations committed using a motor vehicle.
