Increases the proportion of state tax revenue allocated to the Local Government Fund from 1.66% to 3.53% beginning July 1, 2019.

Requires the Director of Budget and Management to credit the Local Government Fund monthly with the increased percentage of total tax revenue credited to the general revenue fund during the preceding month.

Maintains existing provisions for distribution of Local Government Fund money under sections 5747.50 and 5747.503 of the Revised Code during the same month funds are credited.

Does not modify the Public Library Fund allocation, which remains at 1.66% of total tax revenue credited to the general revenue fund.
