Am. H.B. No. 540 - Teacher Evaluations Summary

• Amends Ohio teacher evaluation requirements by extending deadlines for adoption of standards-based evaluation frameworks from July 1, 2013 to July 1, 2019.

• Modifies evaluation frequency for high-performing teachers: those rated "accomplished" may be evaluated every three years instead of annually if they submit a self-directed professional growth plan; those rated "skilled" may be evaluated every two years with a jointly-developed professional growth plan.

• Requires evaluation framework to include multiple factors with student academic growth accounting for 50% of evaluations, using value-added progress measures or alternative assessments, plus observation requirements of at least two formal observations of 30 minutes each.

• Establishes a 2018-2019 pilot program through the Department of Education to test implementation of the revised teacher evaluation framework with volunteer or designated school districts.

• Repeals sections 3319.114 and 3319.58 of the Revised Code; extends prior evaluation procedures through the 2018-2019 school year for non-participating districts and state agencies.
