Summary of Substitute House Bill 541

• Allows health professionals licensed in other states to provide volunteer services without compensation during charitable events lasting no more than seven days, including dentists, dental hygienists, nurses, optometrists, opticians, physician assistants, physicians, osteopathic physicians, podiatrists, and chiropractors.

• Requires that out-of-state volunteers or their event organizers notify the appropriate Ohio state board at least seven calendar days before the charitable event and remain subject to disciplinary action.

• Limits the scope of practice for out-of-state volunteers to procedures authorized in Ohio or their home state, whichever is more restrictive.

• Modifies pharmacy immunization administration rules by clarifying course requirements and protocol standards, and changes references to "definitive set of treatment guidelines" to "a protocol" for administering immunizations and emergency medications.

• Modifies the kinship caregiver child care program funding allocation formula from $15 million per year in fiscal years 2018-2019 to allow unexpended funds to be distributed to counties using a new allocation method based on population and poverty levels.
