Expands penalties for theft in office by public or party officials based on stolen property or service value: felony of fifth degree (baseline), fourth degree ($1,000-$7,499), third degree ($7,500-$149,999), second degree ($150,000-$749,999), and first degree ($750,000+).

Requires restitution to include audit costs incurred by the government entity or political party that suffered the loss from the theft in office offense.

Allows entities to file motions requesting courts issue withholding orders against the convicted offender's pension, annuity, alternative retirement plan payments, or deferred compensation program to satisfy restitution obligations.

Establishes a hearing process where offenders can challenge withholding orders by demonstrating good cause within 30 days of notice, with courts required to withhold restitution amounts unless good cause is proven.

Requires prosecutors to notify all major public retirement systems and deferred compensation programs when charges are filed under this section to alert them of potential restitution claims.
