Amends Ohio Revised Code section 955.011 to exempt disabled veterans from paying dog registration fees when the dog is certified as an assistance dog.

Owners of assistance dogs must provide proof by certificate or other means that the dog qualifies as an assistance dog to receive the fee exemption.

Assistance dog registration is permanent and not subject to annual renewal; certificates and tags stamped "Ohio Assistance Dog-Permanent Registration" are issued upon registration.

Expands the definition of "mobility impaired person" to include veterans of the armed forces or national guard who have been honorably discharged and diagnosed with post-traumatic stress disorder, traumatic brain injury, or other service-related disabilities.

Recognizes three types of assistance dogs: guide dogs for blind persons, hearing dogs for deaf or hearing-impaired persons, and service dogs for mobility impaired persons trained by nonprofit special agencies.
