Prohibits the chief of the division of oil and gas resources management from issuing permits to drill new horizontal wells when the well pad is proposed to be located in state parks, state wildlife areas, state forests, nature preserves, park districts, county parks, township park districts, or municipal parks.

Amends section 1509.06 of the Revised Code to add new subsection (L) establishing the parks and protected areas where horizontal well drilling is prohibited.

Applies specifically to horizontal wells only; does not restrict other types of well drilling in these protected areas.

Requires the existing permit application procedures and requirements to remain in effect for all other well types.

Repeals existing section 1509.06 and replaces it with the amended version containing the park drilling prohibition.
