Exempts sales between federally licensed firearms dealers from the 72-hour waiting period requirement.

Imposes a fine equal to the purchase price of the firearm on any seller who delivers a firearm less than 72 hours after the date of purchase.

Maintains existing requirement for firearms dealers to offer trigger locks, gun locks, or gun locking devices to purchasers and post safety information in their place of business.
