Creates a new "Zero" license plate program in Ohio to benefit Zero, the End of Prostate Cancer, a national nonprofit organization focused on prostate cancer awareness and research.

Owners and lessees of passenger cars and approved motor vehicles can apply for "Zero" license plates by paying a $25 contribution per registration or renewal, plus a $10 administrative fee.

The $25 contribution from each "Zero" license plate registration is deposited into the license plate contribution fund and distributed to Zero, the End of Prostate Cancer to raise awareness, support research, and assist prostate cancer patients and their families.

Amends section 4501.21 of the Revised Code to add section 4503.942, which establishes the registration requirements, design specifications, and fee distribution for the new specialty license plates.

The $10 administrative fee is deposited into the public safety - highway purposes contribution fund to compensate the Bureau of Motor Vehicles for additional services required to issue the specialty plates.
