Permits sealing of records for multiple criminal offenses resulting from drug-seeking behavior if the offender completes a drug treatment program and tests negative for drugs in the past year.

Allows a judge to count two or more offenses as one conviction when they result from drug-seeking behavior, even if they do not result from the same act or offenses committed at the same time.

Defines "drug-seeking behavior" as conduct motivated by chemical dependency and intent to obtain either a drug of abuse or the means to obtain a drug of abuse.

Applies to anyone convicted of an offense in Ohio or any other jurisdiction who meets eligibility requirements under section 2953.31 of the Revised Code.

Designates the legislation as the "Ohio Second Chance Act."
