Amends Ohio public records law to make dashboard camera recordings confidential if they show a peace officer being killed or suffering grievous bodily harm while performing duties, unless the officer (or their executor/administrator) consents to release.

Defines "restricted portion of a dashboard camera recording" to include visual or audio portions showing an officer's death or serious injury during performance of official duties.

Allows courts to order release of restricted portions through mandamus action if: the officer was engaged in illegal conduct, public interest substantially outweighs privacy concerns, or the recording is needed for court/administrative/disciplinary proceedings.

Creates new section 149.436 establishing that public offices cannot release restricted dashboard camera portions except with officer/executor consent, by court order, or if other specified conditions are met.

Repeals existing section 149.43 and replaces it with comprehensive amended public records statute containing additional definitions for dashboard cameras and restricted recordings.
