Prohibits any person publishing or disseminating criminal record information through print or electronic media from negligently soliciting or accepting fees to remove, correct, modify, or refrain from publishing such information.

Defines "criminal record information" as booking photographs or names, addresses, charges filed, or descriptions of individuals asserted to have engaged in illegal conduct.

Establishes violation as "misuse of criminal record information," a first-degree misdemeanor, with each payment solicited or accepted constituting a separate violation.

Allows subject individuals to bring civil actions under Ohio Revised Code section 2307.60 for damages equal to $10,000 or actual and punitive damages (whichever is greater), plus attorney's fees and court costs.

Permits civil plaintiffs to demonstrate damages through humiliation or embarrassment alone, without requiring physical manifestation of either emotion.
