• Authorizes Ohio to issue enhanced driver's licenses, enhanced commercial driver's licenses, and enhanced identification cards approved by the U.S. Department of Homeland Security for land and sea border crossings with Canada and Mexico.

• Enhanced licenses require applicants to provide proof of citizenship and identity, submit biometric identifiers, sign a declaration acknowledging security features, and pay an additional $25 fee.

• Enhanced licenses may use radio frequency identification technology or other secure technology encrypted against unauthorized data access, as approved by DHS.

• All existing provisions of Ohio law relating to standard driver's licenses, commercial driver's licenses, and identification cards apply to enhanced versions.

• Director of Public Safety must enter into a memorandum of understanding with the U.S. Department of Homeland Security and may enter into agreements with Canada, Mexico, or Canadian provinces for border-crossing initiatives.
