Establishes the "Access to Global Market Opportunities for Ohio Manufactured Products Program" comprising two initiatives: the "Global Initiative on International Relations" and the "Ohio Global Leadership Initiative" to promote Ohio businesses in foreign markets and create jobs.

Creates Ohio ambassador positions (minimum 20) appointed equally by the House Speaker and Senate President, with two from each chamber being legislators and remaining ambassadors being Ohio commodores; ambassadors serve unpaid but may be reimbursed for reasonable expenses from the Ohio Ambassador Fund.

Establishes Ohio business consulates within the Development Services Agency, designating members of district export councils to assist Ohio businesses in foreign markets, brokering transactions, and promoting businesses internationally.

Directs the Director of Development Services to publish an Ohio international trade booklet listing businesses as potential suppliers to international markets, with publication costs funded by business listing fees and excess fees deposited to the Ohio Ambassador Fund.

Appropriates $100,000 from the General Revenue Fund for fiscal year 2018 to support the program's operations and goals, including port logistics, industry development, trade activities, and foreign investment attraction.
