Grants in-state tuition residency status to all military service members on active duty and their spouses and dependents without requiring them to establish domicile in Ohio.

Extends residency status to veterans who served at least one year on active duty and were honorably discharged or medically discharged, along with their spouses and dependents.

Grants residency status to veterans receiving federal veterans' benefits under the All-Volunteer Force Educational Assistance Program or Post-9/11 Veterans Educational Assistance Program if they served at least 90 days on active duty and live in the state during enrollment.

Allows recipients of the federal Marine Gunnery Sergeant John David Fry scholarship or transferred federal veterans' benefits to qualify for in-state tuition if they live in Ohio during enrollment.

Maintains existing residency provisions for dependent children of parents who accepted full-time employment in Ohio and for high school graduates who enroll in state institutions of higher education.
