Amends section 3314.08 and enacts section 3314.272 to require internet- or computer-based community schools to use automatically verifiable software tracking student attendance, class size, and participation as a condition of receiving state education aid payments.

Software must collect data compliant with federal Family Educational Rights and Privacy Act, automatically track keystroke and mouse event frequency at intervals not exceeding five minutes, and provide real-time access to the Department of Education and Auditor of State.

Schools must securely store all data collected by the software for seven school years after payment and provide data to the Department or Auditor upon request at no cost.

Department must publish a certification process for qualifying software within 15 days of the law's effective date and publish a public list of certified software vendors within 45 days.

No student is considered enrolled in an internet- or computer-based community school unless the school complies with section 3314.272, making compliance a prerequisite for state funding eligibility.
