Requires licensed health care professionals (physicians, nurse practitioners, physician assistants, and clinical nurse specialists) to offer HIV testing to pregnant women at first prenatal examination, with right to refuse.

Mandates assessment during third trimester of pregnancy to determine if new HIV risk factors exist since previous testing, and conduct additional test if risk identified, unless woman refuses.

Requires syphilis and gonorrhea testing at first prenatal examination within ten days, with additional testing during third trimester if new risk factors identified, unless woman refuses or medical condition prevents testing.

Establishes that if medical records show another licensed health care professional already completed required testing for the pregnancy, treating provider is not required to repeat those tests.

Requires health care professionals to record all HIV, syphilis, and gonorrhea testing and any patient refusals in the woman's medical records, with director of health authorized to adopt implementing rules.
