Grants immunity from arrest, prosecution, or conviction for minor drug possession offenses and drug paraphernalia violations to individuals who seek or obtain medical assistance for a drug overdose, or who experience an overdose and seek help themselves.

Defines "qualified individual" as a person not on community control or post-release control who acts in good faith to seek medical assistance (including 911 calls, contacting peace officers, or presenting to health care facilities) for overdose situations.

Requires qualified individuals to obtain a screening and treatment referral from a community addiction services provider within 30 days of seeking medical assistance to maintain immunity protection.

Limits immunity to only two uses per person, preventing anyone from claiming immunity more than twice in their lifetime.

Protects underlying drug paraphernalia violations (sections 2925.14 and 2925.141) under the same immunity provisions, while excluding evidence seizure and other law enforcement powers from the immunity grant.
