State board of education in collaboration with department of health shall develop an instructional program regarding the humanity of the unborn child, with material consistent with department of health resources covering fetal development at 17 specified gestational intervals from one to two weeks through thirty-eight to forty weeks.

School districts and chartered nonpublic schools may choose to implement the instructional program provided it includes accurate scientific information about fetal characteristics, information on accessing prenatal health care, and complies with existing human sexuality education standards; schools shall not refer students to abortion providers.

Department of health shall develop and maintain a pregnancy and child services database listing agencies offering services to assist women through pregnancy, childbirth, and dependent child care, with public access through the department's website.

Each facility in the state open to the public with restrooms must display a state-provided statement directing pregnant women to contact agencies listed in the pregnancy and child services database within six months of the section's effective date.

Appropriates $500,000 for fiscal years 2019 and 2020 to develop instructional programs, databases, and educational materials concerning fetal development and pregnancy alternatives.
