State agencies must prepare a base inventory of regulatory restrictions by December 31, 2019, identifying all rules containing words like "shall," "must," "require," "shall not," "may not," and "prohibit."

State agencies must reduce regulatory restrictions by 30 percent according to a schedule: 10 percent by December 31, 2020; 20 percent by December 31, 2021; and 30 percent by December 31, 2022.

Agencies that have not met specified percentage reduction targets cannot adopt new regulatory restrictions unless they simultaneously remove two or more existing restrictions until the 30 percent reduction is achieved.

The state is limited to maintaining regulatory restrictions at 70 percent of the aggregate total identified in all base inventories; agencies cannot adopt rules that would exceed this statewide limit.

The Joint Committee on Agency Rule Review must prepare annual historical reports aggregating agency progress and transmit them to the General Assembly by June 15 of each year.
