Authorizes judges and magistrates who hold valid concealed handgun licenses to carry concealed handguns in courthouses and attached parking areas, provided they maintain valid identification.

Requires judges and magistrates carrying concealed handguns in courthouses to personally secure or provide for secure storage of the handgun in a manner approved by the officer in charge or by transferring possession to that officer.

Exempts licensed judges and magistrates from court-adopted weapons bans when carrying concealed handguns, but only if they comply with the secure storage requirements.

Exempts judges and magistrates who are concealed handgun licensees from existing laws prohibiting conveyance or possession of deadly weapons in courthouses, subject to the secure storage conditions.

Applies exemptions only when the judge or magistrate is carrying a valid concealed handgun license and valid identification at the time of conveyance, attempted conveyance, possession, or control of the handgun.
