Prohibits the superintendent of public instruction from establishing new academic distress commissions for school districts during the 2018-2019, 2019-2020, and 2020-2021 school years

Allows the superintendent to resume establishing academic distress commissions beginning with the 2021-2022 school year for districts meeting eligibility conditions under section 3302.10

Requires the superintendent to disregard state report card grades issued before the 2021-2022 school year when determining which districts qualify for academic distress commissions upon resumption

Does not affect academic distress commissions that were established before this section becomes effective
