Modifies ethics and campaign finance laws in Ohio (sections 102.02, 102.03, 3517.13, and 3517.992 of the Revised Code).

Expands disclosure requirements for General Assembly members regarding gifts, travel expenses, and meals received, including source, amount, and reason for travel.

Prohibits General Assembly members from soliciting or accepting payment of travel expenses (including lodging, meals, and beverages) for travel outside the United States.

Establishes that violations of the travel prohibition are misdemeanor offenses with associated penalties.

Makes conforming amendments to campaign finance and financial disclosure provisions affecting multiple categories of public officials and employees.
