Enacts the "Average Wage Fully Uniform Law (AWFUL)" to tie General Assembly members' base salaries to Ohio's statewide median household income instead of fixed dollar amounts.

Sets regular Senate and House members' compensation equal to the statewide median household income, with leadership positions receiving compensation as percentages of that median (ranging from 105% to 156%).

Applies the same median household income indexing approach to committee chair and subcommittee chair positions, with additional compensation amounts expressed as percentages of the statewide median household income.

Updates salary provisions for state elected officials (Governor, Lieutenant Governor, Secretary of State, Auditor, Treasurer, Attorney General) and judicial officers to reference the statewide median household income definition.

Defines "statewide median household income" as figures from the U.S. Census Bureau available on December 31 to be used in the following calendar year.
