Creates the Loving State Index Commission to evaluate and rank Ohio municipal corporations on critical supports vital to student academic success, with focus on identifying opportunity gaps for low-income and minority individuals.

Commission must establish evaluation criteria across 24 factors including early childhood education, school discipline alternatives, gifted and advanced programs, teacher experience, health insurance access, mental health services, housing affordability, and public transportation.

Comprises eight voting members including directors from Education, Health, Commerce, Natural Resources, Environmental Protection, Transportation, the chief investment officer of JobsOhio, and the executive director of the Governor's Office of Faith-Based and Community Initiatives.

Requires annual reports by July 1, 2019 and each year thereafter, published online through multiple state department websites, containing municipal rankings, scoring strategy, and data analysis used.

Authorizes commission to request data from political subdivisions unless exempt from public disclosure, and defines key terms including "political subdivision" and "public school" for implementation purposes.
