Creates a participatory budgeting fund in the state treasury, funded by transfers from the general revenue fund, to support county participatory budgeting processes.

Allocates one million dollars per fiscal year from the participatory budgeting fund to each Ohio House of Representatives district, with proportional division among counties based on population when a district spans multiple counties.

Authorizes county commissioners to establish a county participatory budgeting commission by resolution, composed of at least one county commissioner and at least three public resident members, to oversee the participatory budgeting process.

Requires the participatory budgeting commission to accept public proposals for construction, acquisition, or improvement of public works and buildings; hold public hearings on proposals; and select proposals for submission to county electors at a general election held at least 150 days after board adoption.

Transfers approved funding amounts from the participatory budgeting fund to county general funds upon majority voter approval of proposals, with annual transfers per county not exceeding the county's allocation.
