Adds new authority allowing the Director of Job and Family Services to waive all or part of state adoption assistance loan repayment for families determined to be economically disadvantaged.

Applies to outstanding loans made under the state adoption assistance loan fund program that provides loans to prospective adoptive parents.

Requires the Director to adopt rules establishing standards and procedures for determining which families qualify as economically disadvantaged and for granting loan repayment waivers.

Rules must also cover loan application forms, application review procedures, loan conditions and repayment terms, collection procedures for loan arrearages, and penalties for improper use of funds.
