Requires the Director of Job and Family Services and Medicaid Director to establish a program in coordination with the Chancellor of Higher Education to inform college students about eligibility for assistance programs and services

Mandates state institutions of higher education provide students who complete the Free Application for Federal Student Aid (FAFSA) with program information and a consent form to release financial information

Authorizes the departments to notify students if their FAFSA financial information indicates potential eligibility for the Supplemental Nutrition Assistance Program, medical assistance programs, and other income-based assistance programs

Requires the directors to jointly adopt administrative rules in accordance with Chapter 119 of the Revised Code to implement the notification program
