Replaces the lottery/lot-drawing method for resolving tied elections with a requirement to hold a special election.

Applies to ties in primary elections, general elections, and special elections at all levels (municipal, county, state).

Special elections to resolve ties must be held no later than the next available primary, special, or general election day.

The governor issues a writ directing the board(s) of elections to conduct the tie-breaking election with only the tied candidates appearing on the ballot.

The state bears the entire cost of special elections held to resolve ties.
