Requires the Ohio Government Telecommunications Service to broadcast all standing committee meetings of the Ohio House of Representatives with audio feeds as they occur.

Mandates broadcasting as many standing committee meetings as possible with accompanying video feeds, made publicly available at the time of the meeting and archived on the service's website.

Specifies that video coverage shall focus on individual members speaking rather than wide-angle shots of entire committees or rooms.

Requires the legislative programming committee to adopt rules establishing priorities for video broadcasts when insufficient personnel or equipment exists to cover all simultaneous committee hearings, with priority given to committees with scheduled votes.

Amends Section 3353.07 of the Revised Code governing the Ohio Government Telecommunications Service's multimedia support operations for state government.
