Requires the Director of Environmental Protection to adopt rules within 30 days establishing procedures for annual testing of school drinking water for lead in schools not covered by section 6109.121 of the Revised Code.

Mandates local boards of health conduct the annual lead testing and requires the director to publish results as soon as they become available.

Schools exceeding lead standards must immediately provide bottled drinking water to students, faculty, and visitors, and close drinking water fountains until remediation is complete.

Schools must develop and implement a compliance plan in consultation with the Director of Environmental Protection to bring drinking water into compliance with applicable lead standards.

Declares the act an emergency measure effective immediately to protect school children's health and safety; names the legislation the State Water Quality Act for Kids.
