Director of Health must establish a low-cost paint program within 180 days in partnership with paint manufacturers and retailers for use in lead abatement.

Program eligibility requires recipients to live in residential units where a child has suffered lead poisoning attributable to that unit and have income at or below 80 percent of area median income.

Director must adopt administrative rules establishing eligibility requirements and procedures for program implementation.

Director must establish and maintain a public registry on the Department of Health website documenting all residential units where lead poisoning attributable to the unit has occurred.

Director must commission a study on lead abatement program effectiveness beginning within 30 days of rule adoption, conducted with a university or medical institution, with findings released within one year.
